A small village previously thought to not be trifled with, Otogakure had remained a broken and defeated settlement for a long period of time in history. Many plagues, internal conflicts, and the anarchistic nature of the roaming gangs and families of fighters that inhabited the area prevented it from solidifying as a nation and growing. It would seem that on a national scale, Otogakure would simply be that "bad neighborhood" to the other countries. Until a certain person came along.
Armand Tikoshi, memory slowly regaining since he had lost it, eventually stumbled into a corporate success and soon found himself, albeit accidentally, at the top of one of the most successful business groups of the land. Deciding that the easiest place to spread would be a nation of no regulations, they moved their headquarters to Otogakure...or in a sense, simply made their headquarters Otogakure.
Spreading their influence across the many rogue groups of the nation, many were converted to followers, or stricken down. Armand was a tough figurehead, genetically, to kill and erase by common thugs, no matter how plentiful. Needing to gain a foothold on the international stage, Armand pushed all company resources into medical research and development. Eventually, Otogakure blew past the other villages with their amount of medical knowledge and resource. Commercially available soldier pills for non-shinobi were readily available, leading to increased infrastructure and quick building projects to reconstruct the area. Thus, the village became a prominent new figurehead of the Rice Country, drawing new immigrants and shinobi alike to seek prosperity. Being responsible for this newly found creation, the new shinobi echelons chose to push the Kage position to Armand.
Armand's fast and loose politics, coupled with almost zero regulations, created an environment without censor or restriction, leading some of the finest (and sometimes the more disturbed) minds of this generation to make new discoveries and developments, effectively leading to Otogakure's rebirth. Now the goal is to keep it that way.
