This was the product of the funding that started it all. Within the walls of this building, is some of the greatest medical care and developments that money can buy, at a very, very cheap rate to the public. Facilities are constructed to treat animals and summoned shinobi creatures as well...if need be. The only thing the facility won't do is perform implants with its own staff. However, they have a medical "workshop" of sorts open for chuunin+ medics to utilize for any purpose they see fit.
There is very little that this hospital cannot fix...but there may be some dark secrets as to why it's like that.

"Demon Frost"
Stumbling all the way back to the Otogakure, Hyoga passed through the gates and made a B-line for the medical center. He allowed for them to help heal the wound and fight off any infection that could happen. Once done he was given an eye patch to cover the opening in his head. He was lucky, any other man would have died from such an event, but Hyoga was stronger than this. Once he was cleared to go he set his eyes on the Otokage's office, hoping the leader would have some advise or would try to direct Hyoga in a path other than vengeance, though the latter may be easier said than done.

The user may mimic a jutsu that is not of an element they possess, as long as it is below their rank, for double the chakra cost. Any jutsu mimiced lose 1 rank in power • Jutsu Copying While observing a jutsu be performed, the Sharingan may copy the chakra patterns used to perform the jutsu, allowing the wielder to gain instant knowledge of how to perform the jutsu. In order to learn the jutsu, it must be a jutsu the user is normally able to perform, meaning only jutsu of their element, clan, or bloodline. • Genjutsu Identification Due to the ability to see one's chakra flow, the wielder of the sharingan may see when one's flow is being disrupted by a genjutsu or tell when they themselves are under one, allowing them to break out of them easier. --Ninjutsu +1 element added to their copying pool, as well as an additional +10 jutsu added to their copying limit added at all ranks. Essentially, this unlocks the potential for all five elements to be used.

Hyoga arrived at the medical center, quickly asking a nurse if any bandits had been in the area. She seemed to tense up at the inquiry, but using her eyes she pointed to a wing that had been blocked off. Quickly picking up on the hint he made his way over to the door and entered the sealed off wing. Once in he gripped his family heirloom, the Frost Reaper. Detaching the large sickle to where it was hanging by the chain. In seconds he sprinted throughout the wing assassinating all that were in the wing. He finally came upon his escape, a window that brought light into the medical wing massacre. Like snowy breeze he left to find is partner to continue the bandit hunt.
Kya flew in a cloud of bats into Makotos personal office with the fresh head in hand. She would offer a deal to her; she put the rinnegan in kyas head and she could keep the other.
Masako wouldn't even look up as Kya entered her office. Instead, she would raise a finger and point to the door, motioning that there was a more proper way to enter the lair of a mad scientist. At first she assumed that Kya had arrived to pick up the new shipment of experimental drugs and to tell her were her own... delivery was located. To her surprise, Kya had brought an entirely different gift. Masako rose from her desk, moving over to a small table in the corner. It was still sticky with fresh blood, and she motioned for Kya to lay down. Once that was complete, a pair of straps secured her in place, and a pair or metal prongs were inserted into one of her eyes, stretching it open. From a pocket in her coat, Masako produced a sharp knife with a curved blade. With all but expert precision, the blade dove into Kya's face. Oops, had she forgotten to administer pain killers? Oh well. In a matter of moments, Kya's old eye had been removed and replaced with a Rinnegan. After the complicated process of repairing the chakra network and the optical nerves was complete, Masako waved Kya on her way and shoved her own eye into her eye socket. Her own procedure was much quicker then Kya's.

For this reason, jutsu that shinobi of this class perform have a (-5) chakra point discount. This does not apply to Academy or Genin-ranked techniques. No technique can be free when using this passive.

Kya didn't flinch at any of the things that would make normal people falter. Nothing so simply macabre would have made her feel anything at all. The blood seemed to move away from the table as she laid upon it, and she would stare right at Masako. It would have hurt, but she simply severed the pain nerves in her entire head. The procedure wouldn't hurt at all. Once she was done, Kya would keep the eyeless head, aiming to mount it on her wall probably, or maybe set it somewhere in the fire country. Eitherway, the same way she had entered, she left.
