Water Level

This level is dominated by an enormous ocean. The central city is kept from flooding by a force field which fluctuates according to the seasons, and so the outer reaches are reclaimed by the sea every year in the Spring, as the upper ice floes melt.
People who wish to explore the ocean or visit the smaller settlements have to travel either by submarine or over the ice sheets which lay on the surface, although this isn't advisable in the Summer. In fact, these areas are best left alone as they are just as harsh as the desert of the Light Level, and have claimed many lives.
The sea is full of strange fish and other aquatic life, most of which are dangerous in one way or another. The city itself is built of tall spires rising from the seabed, and entered through holes in the rock like sea caves. It is a beautiful and eerie place, especially in the winter when very little light filters through the thick ice and the city is bathed in a blue glow. Sunchildren don't particularly like to live here, but some Dragons and Beastpeople (the ones of each race adapted to aquatic life) love it.
