This "cupola crowned building with remnants of yellow paint and with a half-effaced sign" is none other than the Gillman House, now used as a hotel in Innsmouth.

The hotel manager looked up and grunted. "I reckon we don't have no rooms to the likes of you...Outsiders. Asides, daylight still beckons. None sleep at this time..." And as if to eccentruate the point, the light from the windows shone through magnificently, yet at the same time the entire room held a very dreary, depressing look.
