Because he was created just the same as Yazoo and Kadaj...from Sephiroths will...
Just happens that Loz got the more childish, and emotional side of Sephiroth.

i thought it was funny how Loz is like 8 and Yazoo is like 15 and Kadaj is like 21 they kindof go in order

kadaj doesnt really act his age either.he cries when he gets jenova or whatever that box is.

I'd say they're all childish, defenseless idiots and they can't even find their own asses in the dark with flashlights and road maps. (Although their fight scenes with Cloud were rather impressive).

Well, they are remnants.
I'm sure they were born when Sephiroth was killed.
So that means they're, like, 2 years old, even if their bodies are 20 in age or something like that.
So Loz got the strong and brutish side, but he is also childish because he is still young.
Yazoo is the cunning and alluring side of Sephiroth.
Kadaj is the leader and the... Actually, I can't remember what Kadaj is. Bah.
But still. That's what I think is the reason Loz acts so young.

if kadaj and yazoo are remnants of sephiroth then my maybe loz is a remnant of the y-man lance bass imposter sephiroth from kingdom hearts 1. but then again kadaj is also pretty whiny.

yea what they said there just infants even if they are in there 20's but i must say loz is a awesome fighter did you see him and tifa go at it on the edge of my seat the whole time

their bodies may be mature but they're only a few years old, they were created from pieces of sephiroth after his death, like all the other black-hooded guys in the game, but they were different somehow in a way that squeenix didn't really explain.

If you think about it, they are all children, all three of them. I mean, aren't they on a crazed mission to find their "mother"? I think Loz is just meant to be the "youngest" and most immature one. It also is supposed to make you empathize with them a bit. I mean, come on, who doesn't think Loz is endearing?
