2) Do not spam when on duty or OFF duty, for that matter! We try to STOP spammers of INJUSTICE, not join them!

When you find them, do whatever you can to stop their activities! Annoy them (WITHOUT SPAMMING), speak sense to them, or simply wave your arms around in a circular motion that entrances them! DO ANYTHING THAT DOES NOT BREAK THE RULES/ToS TO STOP THEM BEFORE REPORTING THEM!
EVEN THE MOST NOTORIOUS VILLAIN DESERVES A CHANCE TO SEE THE LIGHT OF JUSTICE, SOLDIER!
