A well-built sturdy wall 25ft high encircles the city, complete with catapults, trebuches and heavily armed dwarves. This city is run by dwarves and meets all the requirements for being a city state. Even the farmlands that surround the city are well protected by soldiers manning posts.
There is no crime in the city. You are killed if you are a thief.
