I am in the middle of a horrible writer's block. I really need ideas. Does anyone have any suggestions on how I can go about delvoping a plot. I have really done everything I can think of. I am running out of options. I need someone to help me!

... Okay, I think I've said this on this before, but I can't be sure...
Write a list of TEN things that could possibly happen. I don't care if they sound outrageous or not. Do it. Then review the list and imagine the story if it went that way.

OKAY.
Sitting down and forcing yourself to write will have no effect if you have no inspiration. Therefore, you must come up with a plot that makes you WANT to write, not feel that you should be writing.
SO. You can...
-Let your characters decide the plot for themselves. Decide a hazy, simple background for the main character, and let this background lead them to the other characters. Allow the personalities of the characters to decide their reaction to any and all events, and then, it won't seem like you're thinking up the plot, but that it comes naturally, as if the characters have decided it for you!
One question, though: Do you have any ideas whatsoever yet, or are you looking to start an altogether new project?

hm...imagine a character with two items. Than imagine another character wants one of the items ..then give either charactera sidekick to help them get the item.The you can get all creative with twhat the items are and who wants them and why.

If you're still in need of ideas, you could try imagining a character, then investigating the world that shaped that character, or following the story of that character's life. If you can't think of a character, think of three separate, intriguing quirks and use that to form the basis of the character.
And remember, the first draft is always a draft, so if you hit Inspiration halfway through, don't worry about starting over again. The old material might still be useful, too.
I hope that this helps at least a little. I was a little distracted as I wrote it... I hope I didn't leave anything out.

What I do when I have terrible writers block is I try to act out the scene. Not in my head, but by moving my body. Yeah, I'm talking to myself and I look like a total idiot, but it WORKS for me! redface
The reason why it works: you can create how someone would react in this situation. Maybe get your friends to act it out. Start off with a random passage from your story and see where it goes from there.
Another thing I do when I have writers block: I turn on some music, close my eyes, and let the music tell me a story related to the one I'm writing. For example, I'm writing a story with a lot of Celtic beliefs and rituals in it. So, I turn on some Celtic music.
I'm not in the middle of writers block right now, but I can't write because of school getting in the way. New semester just started, so... yeah.
