What the Highest level for Artemis's blade?

Blades of Chaos can go up to lvl 5. That's when you get Athena's Blessing which grants you infinite magic during Rage of the Gods. Blade of Artimis can go up to lvl 3 which basically puts it on par with lvl 5 Blades of Chaos power wise.
