Subject: PUBLIC SECURITY SECTION 9 OPERATION IN RESPONSE TO THE SPECIAL FORCES RESTRICTION BILL
Special Forces under the command of Captain Shigetaka Oishi were called in by General Nobuo Kyoto under the order of Secretary General Yakushima in response to the passage of the Special Forces Restriction Bill. The Special Forces Restriction Bill was passed due to the conspiracy between Public Security Section 9 and the so-called "Laughing Man" terrorist. An operative later identified as Motoko Kusanagi, a former Major under your command years ago, Chief of Staff, was seen masquarading as the Laughing Man while meeting with corporate CEO, Ernest Serano. Major Motoko Kusanagi is the chief field commander of Public Security Section 9 and is considered a dangerous individual by the Self Defense Army Intelligence Division. Captain Shigetaka Oishi with a detachment of Black Operations Forces, unofficially known as "Umibozu", stormed the building that serves as the headquarters of Public Security Section 9 at 20:15. This operation was not given previous authorization and was considered a Black Operation. Certain precautions had to be made in order to protect this operation and that is why you were not informed until after it was complete, ma'am. The personnel of Public Security Section 9 resisted to the bitter end, causing the deaths of 17 soldiers and many other wounded. A time bomb was set, most likely by Major Kusanagi. It detonated and charred 6 full prosthetic bodies, a disguised operation in order to make us believe that they self destructed. Despite their best efforts, each member was hunted down and neutralized, with only one death occuring. Major Motoko Kusanagi was assassinated by a Black Operations Sniper team while attempting to flee the country. It is completely obvious that Kusanagi's cleverness knows no bounds since the sniper team merely assassinated a prosthetic body that was controlled by her cyberbrain. However, the operation was a success and Public Security Section 9 was disbanded up until recently. I understand that Major Motoko Kusanagi is a dear friend of yours, Chief of Staff, and I apologize for our extreme actions. Report Concluded.
