Waka kind of pops up every now and then to test how well your doin with your skills. And yeas she's a goddess in the form of a dog/wolf her name is Amaterasu(the sun goddess).

Yeah, the game's called Okami and it's for PS2, and the Wii. The girl isn't really a human like that in the game she's a goddess that takes the form of a dog.
