its like you said, i think. your worried about getting hurt again. just take it slow and talk with him. obviously you two are alteast semi-longdistanced, so that is a slight problem. just try and talk to him. but yeah if he 'losses' your number a few more times, that might be a sign. he did just move though right?

well 4 weeks can be a good amount of time to judge a person, depending how long of that time you spent talking and stuff. still go with what you know. just be careful, hate for you to get hurt again.
