___ Liu can cause time to slow down almost to a complete stop, except for herself and anything she chooses, for up to a maximum of 9.5 seconds of her time. When she does, everything around her freezes, except that she can move freely. She can "pull" things into her time flow if she chooses, as long as they are not too large - a person presents no problem, but a car is too much.
___ Her eyes shimmer blue just before she flashes, which gives away what she is about to do, and they stay blue while she is in flash and for a few seconds after. Flashing also creates an incredible drain on her system. After a full flash - 9.5 seconds - she has to catch her breath. After two full flashes, she is left panting. After three she is sweating. After four, she can barely stand up. Her record is 14 flashes, but that caused her to briefly lapse into a coma, and she lost almost two days before she could move again. Shorter flashes take up less energy - so ten 1 second flashes are easier than one 5 second flash - but they also make her more vulnerable because it takes about half a second in normal flow time between flashes.
___ Liu has mostly used her ability for theft: she flashes into fast flow time, then while everyone is frozen like statues, she runs around quickly, pulling their wallets into her flow, taking the money out, and then putting them back into the pockets of the victims. The victims are completely unaware that they have been robbed until they happen to check their wallets some time later. She has also used it to get by security leaving China and coming into the US. Anything she can accomplish in 9.5 seconds, she can do in a single flash - and if she can do multiple flashes without being caught in the open between flashes, then she can get more done, until exhaustion takes over.
_ 𝑫 e s c r i p t i o n
 ___ Before coming to America, Liu was always an awkward stick figure. At 1.75 cm, she was very tall for where she grew up, and as she was usually hungry or even starving, she was skin and bones, with just a wiry layer of muscle over it. But since arriving in America, and living off of fast-food for almost two months, she has filled out slightly. Luckily for her, she has filled out nicely, finding herself with a very shapely physique while still retaining her lithe athletic frame. However, even though her new fast-food diet has softened her curves, underneath she still has the wiry, steely muscles of a girl who grew up doing manual labour.
___ She has very long legs, but wide hips and a large bust disguise her height unless you happen to be close to her. Her large, full breasts, once a source of constant annoyance to her because of their awkwardness, and the fact that they attracted the attention of bride-kidnappers, are now her most powerful weapons. She dresses in tight, low-cut (and quite often, cut very high at the midriff) tops to show off her chest, and use it to distract. At first, her skin and hair had the coarse, dull look of a field labourer, but as she moved across the country dancing at night clubs for extra cash, she was tutored by more experienced dancers on how to improve her looks - good looks are a powerful asset for a good career as an exotic dancer. Now, thanks the beauty regimens she has learned, her skin and hair have a healthy, luxurious glow. One would have a hard time believing that only a little more than two months before, she had been a farm labourer in rural China.
___ Her face, once narrow and gaunt, has rounded out slightly due to her new diet, but is still slightly narrow, with high cheekbones. Her eyes are naturally grey, but shimmer blue just before and during a Flash (which gives away that she is about to Flash). Normally her eyes are at least partially hidden by her bangs, and narrowed, which gives her a sinister appearance - but when she wants she can make herself appear as innocent and sweet as an angelic child... a trick she uses occasionally to manipulate people. Her hair, grown down just past her knees, is her only major conceit - and, unfortunately for her, what makes her very easy to identify. It is not quite black, having greyed slightly even at her young age due to exposure while working in the fields, and a hard life in general.
___ Liu prefers clothing that shows off her long legs, and full chest, thinking of these as assets she can use to manipulate people. She has no shame about dressing up to play a role for people - playing at whatever they expect her to be to avoid raising their suspicions. She buys new outfits almost daily with the money she steals, but the one item of clothing she has never replaced, having brought it with her all the way from China, is a bone hair tube tie.
___ If you catch her unprepared, without make-up and when she is not attempting to make herself look either more innocent or more dangerous, there are tell-tale signs of her rough upbringing. Her hands have clearly seen work, and her hair is slightly greyed from the jet black it would naturally be. Also, there are tell-tale lines around her eyes and mouth, and her eyes are dull and sad, lacking the lively sparkle of someone whose soul is full of hope and laughter. But if she catches you looking, she will recover quickly, putting on an [removed](possibly aided by make-up) to either scare you away, or lull you into thinking of her as childish and innocent.

___ Liu is naturally cautious around people, always wary and mistrustful. She is not shy - in fact, she is quite bold and forward - but is very anti-social. She grows comfortable with people quickly, if she feels she can trust them, and becomes quite warm and friendly with them. Even then, she always keeps a safe distance, and is very touchy about certain topics. She has no shame about using people for her own ends, and not just those people she is not comfortable with or close to.
___ She tends to be moody, and has a foul temper when she gets that way, making her all but unapproachable.

___ Liu is extremely bright, perhaps even on the genius level, although she has never had any formal education so she cannot read or write anything beyond her name (in Chinese and English, the latter being taught to her on her trip over), or even do basic math. She gets by by being extremely street-savvy, but being raised on farms in rural China, "street" may not be the best word for it. What little she knows about Western culture and technology she gleaned from the few American television shows and movies that she has seen, but it is not much... and it can be odd to others how she mixes up brilliant psychological insights about the people and events around her with things she learned from sitcoms.

___ Subject was first identifed upon her arrival in the US. Homeland Security was notifed that a Chinese national that had stowed away aboard a container vessel had disappeared in Los Angeles Port before she could be turned over to Port Authority officials. When security tapes were reviewed, the stowaway was observed vanishing instantaneously from the custody of the freighter crew, and appearing several metres away hiding behind some crates. Subject continued to disappear and reappear several times, moving her way out of the security area, and finally, out of the port completely. At first, it was suspected that CS-13's ability was teleportation, but the appearance of footprints shows us that it is actually very short bursts of super speed.
___ Backtracing the subject, it was discovered that she had been a resident of Gansu province, China, working in a farming co-op until a few weeks before the Transmission Incident, when she ran away, following the Yangtze River to Shanghai. It is suspected that she had intended to find work in Shanghai until the Transmission Incident. After the Incident, she had the ability to sneak onto a US flag freighter bound for California. She was discovered on the freighter only a day or two out of port, and they opted to turn her over to authorities on arrival. In the meantime, she had relatively free-reign on the ship and seemed to be no trouble to the crew. In fact, several apparently developed friendships with the subject, and over the weeks en route, helped her turn her broken English into semi-fluent English. The report the subject was guarded, but friendly, and displayed a very high level of intelligence.
___ Luckily, at some point on the trip she showed one of the crew how to write her name in Chinese, which allowed us to identify her. Her mother was executed for the murder of five men, including her father's two brothers eight years ago (in what she alleged was self-defense while fighting off an attempted gang rape). Her sister was sold into slavery shortly after by her father. It appears the father also attempted to sell the subject, but the subject ran away and joined a farming co-op at 13. Discreet enquiries at her hometown have turned up interesting results. All interviewees mentioned a very high level of intelligence, but several also added that the subject is amoral, and ruthless. Some also said dangerous, but evidence suggests the subject is only dangerous when directly antagonized.
___ Since arriving in the US, the subject has moved across country by hitching rides with truckers, and dancing in bars and other seedy establishments for cash. She has also financed her movement by means of petty crime, using her ability for simple thefts like pick-pocketing and robbery of cash registers. There is a clear trend of movement eastward, and evidence that subject has made enquiries about New York City.
___ Threat assessment is low. CS-13's ability does not present a direct danger to the general public. In addition, although she has engaged in a spree of criminal activity, none of it is violent crime. Recommendation: observe, but do not approach. Her appearance makes her very easy to track, making her an ideal subject for observation, and due to her rural upbringing, she is unaware of modern surveillance techniques. We will follow her, we will watch her, and we will use her to discover others, and learn about their agenda.

When Céilidh makes eye contact with someone, she can "press" sensations into their mind, making the victim "see things" that Céilidh chooses. The victim does not just "see" what Céilidh wishes, they also smell, hear, feel and taste it, and are unable to distinguish what's really there with what Céilidh is making them see. Céilidh can make the illusion so subtle that it is just a slight change in the tone of her nail polish, or so complete that she can create an entire imaginary world that the victim has no way to know isn't real.
Céilidh must make eye contact to press sensations onto someone, and the sensations remain for as long as she maintains eye contact. If she breaks eye contact, the sensations remain for 20-30 seconds (depending on how much the victim believes the illusion), but no longer under her control. The victim's mind will take over control, and maintain the illusion using their expectations. For example, if Céilidh makes you see a car speeding toward a wall, then breaks eye contact, your mind will continue to make you see the car moving until it hits the wall; if you know what to expect when a car hits a wall (for example, you have seen a car crash before) your mind will supply you with the details of the car crashing into the wall, but if you don't know what to expect you may see something strange, like the car passing through the wall, or smooshing against the wall like it is made of clay, or bouncing off like it is made of rubber - which will probably signal to you that what you are seeing is just an illusion.
Céilidh's sense press can be blocked by sunglasses and powerful enough prescription lenses for short-sightedness, although it can get through lenses for far-sightedness and weak lenses for short-sightedness. It can also be blocked simply by avoiding eye contact. Although she can make you see things that you cannot tell are illusions by any sense (sight, smell, taste, touch and sound), she cannot affect your thinking, so you won't be fooled if you know something is impossible, and you can always suspect that you are being shown an illusion.

Céilidh is 1.65 cm tall, with blond hair and brown eyes, and a small bust and waist. She can be described as slightly stocky but that is due to her being well-muscled - she is proud of the fact that she has almost no unnecessary body fat. Needless to say, she is in very good shape, and even occasionally participates in triathalons.
She has a round face, with small nose and mouth, and usually prefers to keep her hair pinned up. She normally has an expression on her face that can be described as haughty, supported by the fact that she likes designer clothes and accessories. Her accent, a very slightly lilting Irish drawl, completes the illusion.
By the way she moves and her posture, it is clear she has had some military training, and by the alert and cautious way she does everything, it is also clear that she is used to being in dangerous places and situations.
She has tried unsuccessfully to sense press images of herself onto others, to use as a disguise or simply to make her outfits look more glamourous or expensive than they really are, but has not had much luck. Because they have to make eye contact with her first, they will see her without the illusion for a moment before she can press the illusion in, which means it will not fool people who know what she can do, and it will only confuse people who don't. It is also difficult to maintain eye contact for too long without it seeming odd.

Céilidh is one of those people who believes in clearly drawn lines separating the different classes of people in her life. You are either trusted, or you are not - and there is no grey area. If you are trusted, then Céilidh will entrust you with her life without hesitation, and at the same time would give her own life in a heartbeat to protect yours; and she will hold nothing back, freely telling you her deepest secrets. But because being one of her trusted friends is so important to her, it takes a lot before she considers you one.
Until then, she is friendly and playful, with a wry sense of humour, but always just a little distant. Part of her aloofness is actually because she is a little superior and arrogant, but some is caution and some is just due to the fact that she is very well-mannered and high-spoken.

 Nica can fire pressure bolts from her palms that can impact on objects up to 10 metres away with powerful blunt force pushes. Her power decreases with range, but at close range she can shove a car away from herself, almost rolling it over. She cannot maintain a constant stream of force, she can only fire short bolts, and depending on how powerful a blast she wants to fire it takes her time to charge up: more powerful blasts can take several seconds to charge up.
Description
Nica is short and skinny, and at first glance looks for all the world like a small, frail, awkward teenager. But after a few moments of watching her, it becomes clear that she is actually very wiry, with the grace and movements of a large predatory feline.
She fancies herself as a model-waiting-to-be-discovered, and she has the look for it: narrow face with high cheekbones, wide, expressive mouth that smiles easily, and large amber eyes that are slightly upturned at the corners. All these combine to give her a playfully devious look. But despite this, unless she is conscious of her movements, her carriage is awkward and sloppy, reflecting her natural laziness and backwoods village upbringing.
She keeps her hair long, but does not take care of it in any civilized sense except for colouring it purple, which she considers to be very stylish and chic. The result is that her hair looks wild and untamed as if she just came to civilization right out of the bush of Africa.......... except it's purple....... making it a good symbol for Nica in general: right out of the wilds of Africa, untamed, but pretending to be cultured by simply applying stylish colours.
Personality
Nica is a bit of a primadonna, and has always enjoyed the prestige of being the most attractive, smartest and most popular girl in her village, which has only helped to swell her opinion of herself. She is a big fish in a little pond, but because she has never left Botswana, she is unaware of just how little her pond is.
She is outspoken, sometimes to a fault, and a bit of a showgirl who always tries to be the centre of attention whenever she enters the room. That makes her somewhat flamboyant, pushy and energetic.
She is very sensitive to the opinions of others, and to her own popularity. Even when she goes out in the bush to scavenge she has to make sure she looks her best. But despite her need to be popular, she is quite fearless and bold. She does not fear doing or saying anything to make people not like her, because if she ever does she justifies it by saying there is something wrong with them for not liking her.
She is not mean-spirited, but she is selfish and self-centred, and reacts badly when her bubble is burst by reality. She can turn surly and miserable when that happens, and when she is at home, slinks off to sulk in the bush where she feels most free.
Many people have tried to take advantage of her, assuming that because of her flighty personality and need for social approval that she is weak or unintelligent. That usually turns out to be a horrible mistake, because despite what one might judge from a casual inspection of her appearance, Nica is razor sharp smart and tough as nails, traits she honed during her many scavenger forays into the untamed African bush.
Other Information
 Her village in Botswana is a small village near the Jwaneng diamond mine that tourists to the mine occasionally stop into for a taste of local colour. Nica's friends run a small stall in the market place that sells trinkets crafted by the villagers, and while Nica occasionally works as a salesperson at the stall, she makes a handsome profit on her own by providing the villagers with materials to make their crafts with........... like bits of ivory, animal fur, local woods or even diamond. To get these materials, Nica occasionally leaves the village for days at a time to scavenge in the bush with nothing but the clothes on her back. She relishes these opportunities to survive alone in nature, and in turn her experiences have made her wily and tough.
Her powers are no secret in her village........... in fact, she discovered them in full view of the open marketplace when a group of boys were fighting, and one of them broke away and tried to run........ he and the group chasing him would have raced right past Nica and the stall, likely knocking both over in the process. Nica threw up her hands to protect herself and closed her eyes........... and when she opened them again, there was a pile of destruction across the middle of the marketplace, with the boys piled on top, and everyone looking at her in shock.
Far from being afraid of her, the villagers actually supported her, encouraging her to practise and master her ability. When she started feeling an overwhelming urge to go to New York, they all got together to raise the air fare and some spending money for her (and some wanted to come with her, but Nica insisted on going alone).
Homeland Security File
We are aware of Veronica Masire's arrival in New York, and suspected her of being one of the Called almost at once. However, attempts to get more information on her from back in Botswana have all led to dead ends. Her village is a close-knit community, and will not share information with outsiders normally........... and in the case of Masire they are both very proud and protective of her, so they are very wary of outsiders that ask suspicious questions about Masire. So while we have tantalizing hints about something special about Masire, we are not sure whether there is anything of real interest, or whether what hints we have are all just a combination of her village's infatuation with their star child and the superstitious mutterings of uneducated African villagers. |

She has long dark blue-black hair, a sign of her half-japanese heritage, and vivid blue eyes, a sign of her Norse or swedish heritage. She lived in Rome, with her 'small' Roman family.
She is fairly tall and slender, and well built... not to say she was bulky-muscular, but she did have nicely toned muscles and a stunning physique. She has a tattoo on her left arm, and one on her back.

She is friendly, though a tad bit on the paranoid side, especially since her vision-loss. Her voice is usually calm and soothing, like a wave against the shore on a clear summer day. She dislikes fighting and violence, though if angered she can be very dangerous.

She is very talented at art and music, and was attending a University for a career in Art. Because of the loss of her sight, she has had to give up art, and is now focusing more on music, though it is hard. She doesn't give up, and even without eyes she has shown that natural talent can win out against a hadicap like blindness.
She has seen doctors about the possible causes of her sudden and complete vision loss, with no answers at all. She recently relocated to New York, and is enrolled at a University there majoring in music.

Threat assessment is medium - high. Subject may be capable of killing people by manipulating the water within the human body(as 98% of human body is water) and freezing, evaporating, or boiling it. Should be kept under careful surveilance.

She is a cheery, go-with-the-flow sort of person, even with all the hardships she faced. She had always had animals as friends, even before the power awakened in her, so she didn't really notice any huge changes.
