No, he was just an @$$. When you're doing the insurance scams you make it where it was, legally, the other person's fault. Slamming the breaks on on the highway, for instance. It has to look like it's the other person's fault.
If that's what the guy was after, he screwed up.

I hate morons like that. If you look carefully they have a hand signal for "idiocrity". The hand signal for left is your left arm extended straight out. The hand signal for "I'm going to be a complete and utter nitwit half-brained nincompoop" is a wave of the right hand. Watch carefully, they all do it.
