The attack seems to moderately damage Nidoran, but it's still in a decent state.

The Nidoran momentarily managed to shake off the effect that had been induced by the electric attack. It attempted to scare off the Minun by staring it down. This tactic had worked in the past for the Nidoran when it had used it to scare off rival Wild Pokemon from its territiory, so it figured that this instance would be no different.
Leer – Normal A hex sent through locked eyes weakens the foe’s defenses. At-Will – 2 Ranged None Effect: 1 Target The target’s Defense is lowered 1 Combat Stage.

The damage Joules had dealt didn't seem like much, but Metsuki could tell that the Nidoran had felt it. It was obvious by the way it was standing that some of damage had hit home. He wanted to give his Vulpix a shot at the Nidoran, but he needed his Minun to do just a little more damage.
Metsuki shouted out to the Minun "Nice job, Joules! See if you can hit him again with Quick Attack, but try not to overdo it!". Joules ran towards the Nidoran, once again, and dove at it aiming for its chest.
Quick Attack – Normal A speedy attack impacts the target before the target can act. At-Will – 2 Melee Physical Damage Check: 2d10 Effect: 1 Target, Interrupt If your foe wants to declare a Move, you instead use Quick Attack on their turn before they can use their Move.

You forgot to roll your Accuracy Check of 1d20 to determine whether or not the move hit. You do that in the post that you declare using the move.
You roll the dice for damage in the Damage Check post.
You can make another post and roll 1d20. In the post, type "Accruacy Check"

The attack weakens the Nidoran quite a lot. The Pokemon looks like it's having a tough time holding itself off of the ground.
Nidoran is still standing, but it doesn't look like it would be able to take anymore damage without fainting.

Even though the Nidoran had been weakened to the point of barely being able to hold itself up, it still didn't want to go down without putting up as much fight as it possibly could. The Pokemon threw all of its energy into a charge towards the Minun. It lowered its head and attempted to peck the yellow Pokemon with the sharp horn that was on its head.

The Nidoran's attack appeared to be one of desperation. It did not do very much damage and the Nidoran seemed to be having trouble standing, let along attacking. This would be a good opportunity to swap Pokemon and allow his new Vulpix a chance to gain some battle experience.
"Joules, return! Lets see what Mozilla can do!". In one swift movement Metsuki removed the Minun's Pokeball from his belt, threw it towards her to retrieve her, and then reached for his Vulpix's Pokeball and hurled it onto the battlefield. Joules returned to her Pokeball with a squeak and a bright flash while Mozilla appeared in an explosion of light and fire. The Vulpix stretched and looked around to find himself in a field with a badly injured Nidoran staring him down.

No. Lowering a Combat Stage decreases the stat by 12.5% of its total, rounded down. 12.5% of 5 is .625
That number rounded down is 0. Nidoran would have had to have used Leer one more time in order to lower Joules's Defense.

The Wild Pokemon became a little shocked as its opponent was replaced with a new Pokemon. It wasn't exactly sure what to make of the situation, but it was beginning to become frustrated with its injuries. By the way the Trainer spoke to the red Pokemon, Nidoran figured that it too would attempt to attack. Instead of wasting time with trying to scare the Vulpix away, the Nidoran charged at it in the same fashion that it had charged the Minun.
