Q: I get the error 'Cannot init d3d OR grf file has a problem'. What should I do?
A: Download the latest copy of DirectX and install it. If that does not fix the problem, reinstall.

I see one last suggestion:
Turn your settings to 16 bit...
You know, right click on desktop, properties, 16 bit color...

This is why I just play my Dreamcast.
And sometimes The Sims.
BUT OTHER THAN THAT.

Yay I'm late. Whatever. D:
The "Cannot init D3d" is a graphics error. Usually it happens for people who try to run it in full or windowed mode and it can't support one or the other. Try the opposite -- if you're trying to run windowed, try full, and vice versa. There's a setup exe in the Ragnarok Directory -- defaultly C: Program Files Gravity Ragnarok Online
D3D shouldn't warrant a reinstall, even though the site says it should. But it never did for me. It's direct draw and direct X. If you updated DX then I guess you could try the setup change.
The only time I ever got the error was when I was trying to run fullscreen a long time ago (though I can now) -- or when I tried to run it after I accidently disabled direct draw/DX via my graphics card/hardware accelleration in Windows. gonk
Side note: I've been playing RO for over three years. xp
