ShadowBoyKai look at it like this. Broly's SSJ is a bit stronger than Goku's. Give them the same boost than SSJ3 broly is a bit stronger than SSJ3 Goku. That is what your source says but that doesn't make your source correct since Broly officially doesn't have a set powerlevel. Also you have to think about how Broly still Zenkai's even after becoming a Super Saiyan because the 'no Zenkai after Super Saiyan Transformation' rule doesn't apply to Legendary Super Saiyans.

Ichigo might have unlimited power...and so does Incredible Hulk who can continually increase his power. Know why none of this matters? Their base power levels will not trump that of Super Saiyan 4 Goku. Super Saiyan 4 is quite fast and probably won't waste time K.O. ing them. If they're already defeated, they won't be able to increase their power. neutral
Can nine-tails Naruto match SS4 Goku's speed? Probably not. Look at Trunks' inexperienced power-up. He had loads of power, but no speed...or not enough of it. Naruto has to have the complete package.

Also Zenkais aren't just for near-death experiences, they are also are gained after fighting a powerful opponent.
