Uh.... I hate to break this to you but piccolos aren't always in tune... its practically impossible. Using a tuner is your best bet. You may also want to listen more when you play so you can adjust your embochure for certain notes and roll in or out for other notes. Thats what I do.

You can kind of pretend to tune it, but I mean, I play the piccolo,it's hardly ever in tune so while you are playing you just have to keep rollin gin or out depending on where you are 3nodding

If you are not REALLY comfortable with tuning, learn about it on the flute first, because tuning on the piccolo is the same but much more precise. Considering the proportional sizes of the flute and piccolo, a little change (pulling your headjoint out a little bit) on a flute would have more dramatic effect on a piccolo. So it's all about the small changes, which is why piccolos are so famously hard to tune.
This little rant may or may not make sense, as I am incredibly tired and somewhat sick. dramallama

We have random quotes from my band directors on our band website, and I kid you not, one of them is this:
"How do you get two piccolos to play in tune? Shoot one."
eek xd

Honestly...i've tried EVERYTHING ( well..maybe not everything xD)
i do 1 hour long tone sessions a day!! In front of a TUNER!! AND THE TUNER JUST GO CRAZY~~~~!!
i'll give u my piccolo cheats ; (rofl)
1) never mind the tuner. USE YOUR EARS.
2) the best way is to like IMAGINE your in tune~ (it works for me!!)
3) at worst-case-scenarios PLAY REALLLY LOUD UNTILL THE WHOLE ORCHESTRA BECOMES DEAF. then people wont know a thing!
1 thing you should never do ; (i did this.. xD trust me..its silly)
1) pull out the headjoint of your piccolo! (like in flutes) this is super silly..and it makes ur piccolo look like its about to fall apart. xd

My teacher taught me something that keeps me extremely in tune. I will now pass this information to you. Ready? razz
Lips, lips, lips! It's all what you do with your lips. If you pinch them, your tone will be way off. Make sure to relax your jaw and keep your lips as you would when playing flute [flatten top lip to make for a cleaner sound] and extend your bottom lip out [almost into a pout]. Tuners work initially, but they're not something to get attached to.
Somehow, I manage to play flat. Quite a feat for the piccolo. XD

It may help to mark on your music where you need to roll out or roll in to get the right tuning. Also don't be afraid to play out just because you might be out of tune, because sometimes the drastic decrease in air will throw off your tuning anyway.
