For a good time. He likes to know that he can taunt them; he likes giving them warning, as if challenging them to go against him...and getting out unscathed, every single time.

Yeah, it would.
But that's not how Dark works.
That ego-maniac wants a audience when he steals something.
He wants the whole country to know that he can steal anything, even when he has cops on his tail.
That's why he(Or should I say, Emiko.) sends a warning letter out before he steals something.

Yeah, I agree he does it mainly for the thrills and the ego boost he gets when he succeeds in stealing an item he gave advance warning for. Plus he's a sucker for the attention. I'm sure he enjoys making the news every night he steals something. Otherwise, they wouldn't air the story until after the item was stolen, and he can't taunt the press by flying over their cameras.
Plus, it does make it more fun for the reader when it looks like the police are close on his tail. Close calls make it more interesting.
