I am thinking of an old animated movie made in the 1988 or 1996 around their, it has like 4-5 black like kids that are near babie ages and they go to a water park or some amusment park and they run around....and thier is one part where they are on a boat and make a big mess, its not the rugrats i think the kids are like 1-7 years old and i would love for someone to tell me what it is

I still have that on vhs. It was based off of a skit from Robin Harris and turned into a TERRIBLE video game.
