I can't seem to decide between the two, but I'm going to say ItaTema because of their ages. She's closer to Itachi's age, I think. And there's just something about Akatsuki pairings that I love...
If we were just going on personality, though, I think she'd be best with Sasuke. He needs a girl who won't obsess over him. Plus, given her time spent around Gaara, she can probably keep him sane. That kid's got problems; whoever ends up in a relationship with him should be able to deal with him.
