The Rules
1. Don't ask for Kelthi.
I wouldn't take an Angelic HALO in exchange for Kelthi. Her entire concept is mine, with a few helpful suggestions from Mechanical Bird in the long-run of her basic overall concept.
2. Don't steal the arts!
The craptastic music-based banners are my own, with brushes from a site I don't remember. (*feelsbad*D: ) The art itself is credit to MB's awesome talent, and thus, DON'T STEAL IT. Or MB will beat you to death with a lead pipe, kay? Great.
3. Don't post without permission.
By all means, PM me if you don't know whether or not to post. Since usually I only post logs here and prefer to do RPs via thread or messenger, you aren't likely to interupt something, but I'd like to keep semi-organized, kthnx? Thanks.
4. Don't ask for Kelthi's babies/granbabies/greatgranbabies/ect.
If and when Kelth breeds, I'll probably have an idea of what I want to do with the baby, after discussing it with whoever she happens to mate up with. So until that happens... don't ask. >.<

 Hot. Wet. Humid.
A purely tropical terrain, Tchtilioki is a planet covered in dense forest. Despite the obvious shade offered by the 40 foot trees, it's always hot and damp. There are three suns in the Solar System Tchtilioki belongs to, the Primary which shines from anywhere between 4 and 14 hours, and then the two secondary Suns, which shine in the absense of the Primary.
Despite the jungle-like habitat, the Tchtiliokian people are a very sophisticated race. Split down the middle, there is the Ptoli-Tchtilioki race, and the Jatger-Tchtilioki race. The Ptoli-Tchtilioki race is the higher up, more often they own plots of land and allow the Jatger-Tchtilioki people to live on their plots, farming and raising livestock and trading them with the Ptoli-Tchtilioki for 'rent'.
The Ptoli-Tchtilioki race are imigrants from a nearby orbiting planet; they came to try and colonize the Tchtilioki wilderness, unaware that there were others there. They are often pale in color, because they are from the Industrial planet Ptoliki, and actually resemble birds quite a bit. They have no beak, no nose whatsoever to be honest, though their chins end in a sharp point. Instead of hair, they often have a thick plumage of feathers, colorful and vibrant. The females' feathers often go straight down, like pin-straight hair, while the males' feathers poof up like mating plumage.
The Jatger-Tchtilioki race, which Kelthi is 'based' around, are the natives to Tchtilioki. They have adapted, and found ways to raise livestock and grow edible produce in the hot, wet weather of the planet. They have darker skin, helping them to blend into the jungles when they have to hunt for wild animals for sustinance. They often do not grow hair, though there are a select few 'tribal leaders' who have shaved the hair off wild beasts and put it on their head, as a symbol of Leadership. They 'allow' the Ptoli-Tchtilioki race to rule over them, because really, without the Jatger's jungle-wisdom the Ptoli-Tchtilioki would never survive.
The planet has a deep magic in it, unknown to most because they are simple people. Ocassionally, and ONLY in the Jatger-Tchtilioki race, a child is born with a special gift. These Jatgers are often adopted by Ptoli and exploited for their powers, kept as pets or 'servants' and forced to use their magic for the Ptoli's own amusement. This is where Kelthi's fear of her 'ability' comes from, because on Tchtilioki, she would be 'adopted' by a Ptoli family and forced to sing for their amusement, like a big song-bird.
Despite the heat on her planet, it is entirely taboo for a woman to bear her skin at all, not only because of the poisonous bugs and whatnot to endanger the inhabitants of the culture, but because women are coveted, like prized pets, and must be kept covered except in the eyes of their husband. Once they are married, it isn't as taboo for a woman to bear the skin of her arms and legs, especially if she is tending livestock, but until they are married in the proper Jatger union, a woman MUST keep her skin covered at all times, from her nose down.

Fairly average of height for her age, give or take 3ft.

Roughly 80 pounds. Again, fairly average for her age.
Physical Description
Average in both height and weight, Kelthi gives the appearance of a normal, fairly happy young girl. She has round, purple eyes, with thick black brows. Her face is round, with a bit of chubbiness in her cheeks. Her hair is black, like her brows, and long. It's tied at the nape of her neck with a gold ribbon that curls in through her hair, which already falls to her belly. She has caramel-colored skin, and has taken to showing bare bits of skin as much as she can. She loooves it.
Personality
For the first time in her 'life', Kelthi is in an unusual place, completely different from her 'home planet'. Here, it is very common and accepted for women to go around showing their arms and legs and even bits of their CHEST. She is completely thrown by this sudden change in 'rules', and by the place as a whole. Kelthi comes off to those who meet her first as shy, timid, even cowardly sometimes. And to a point, she is shy, timid, and cowardly. But what most people mistake for cowardice is her apparent inability to talk.
It's not an inability. Kelthi just feels very self-conscious about her singing voice. Once she accumulates to the surroundings, Kelthi still comes off as shy and timid, but she also gives off the vibe of that one girl you know you can talk to because she won't tell anyone your secrets. She is, if we were to stick her into a clique or some sort, the Geeky Best Friend Who Never Gets The Guy. She's accepted this and, well, even likes it a little. Rather a hundred good friends than one good boyfriend, right?
She doesn't mind letting people walk all over her. No, really, she doesn't. ... Really.
Abilities
A song-bird Jatger Terra.
Kelthi doesn't talk at all to people, unless it's Rudy and they're alone. It's not because she cannot speak, obviously she can if she talks to Rudy, but because she doesn't just speak. Whenever she opens her mouth, a little tune seems to come out of her mouth instead of just a simple straight-forward sentence.
Not to say this is like a musical, where everything is metaphors and similes, but even the smallest sentence, the simplest greeting, like 'Hello', comes out sung with a gentle melody. This renders her unable to speak. On her planet, with this ability, she'd be kept in a cage like another regular song-bird and made to sing for the amusement of others.
Needless to say, this makes her a little self-conscious and paranoid about people who wish to hear her sing. Not only does she just sing, for some reason or other, the song is very soothing to those who hear it. This is both a blessing and a curse. More often than not, Kelthi carries a little notebook around with her and writes down what needs to be said.

Rudy is one of those guys you see in the mall and immediately think of a serial-killer in some horribly written horror film. He's tall, and he's muscular. So seeing him tugging around some little girl who doesn't talk? ... Yeah, it's a trip. He's Caucasian, but like all Gambino occupants, he's pretty tan. His hair's short and black, cut in military-style. As it has been for years.
He wears the basics all the time. Jeans and a tanktop, t-shirt only if he has to. It's very odd to see him dressed up. He has a pair of dog tags that he wears, from his service in the military, and it never gets taken off. His eyes're bright green, and generally, he does look like the type of guy who'd be really handsome if he smiled.
But he doesn't, not often.
