The Brown haired one is Ray, who is also known as the Phantom Thief Noir who is taking France by storm.

The blonde, and the uke in the relationship is Florian. He's Ray's distant cousin and was given to Ray by his mother to pay for his family's debt.

Ray, after seeing Florian, fell in love with him after staring into his amethyst colored eyes, but he won't admit it.

I started reading this, but the scanlations stopped after like three chapters and I can't find it in stores, only the sequel...
