wow, many questions.
no, no Spärtan players. I have tried things like that and they tend to be a power struggle when they inter act. no one wants to retreat and they all create a big mess. It has happened every time I've tried an RP with guns. With melee weapons it is much easier to do, though, but as far as this RP goes no, sorry.
Yes every one is human. At least Humanoid. If you've ever played Killzone the enemy are human descendants. They are a lot paler , almost green (greenish tint), than humans and hairless. Other than that they are exactly the same.
Psionics? eh, I doubt it. Maybe if I get a good example of something that is not overtly 'space age' then okay. Why not just show me what you got.

Hairless eh? Nope, not able to play my usual character but it's ok! I'll make an original character.
Give me reasons that a man can't join the military if he wants to. Like physical impairment stuff.

hhhmmmm........ He can't join certain divisions if he needs glasses. If he can't pass the PT section, maybe a limp. Too old (young seems to be cliché). Felony conviction? don't quote me on that because I am not sure. Missing limbs. No HS diploma. Did not pass the mental examination.
