As you have noticed some Jutsu are listed under only certain villages, and there's a reason. To acquire some of those specific jutsu you must travel to that land and train in that village for the jutsu to be yours. This keeps things fair. Some techniques are exclusive to villages such as medical techniques, and you must be friendly with, or Konoha based to gain these.
Each person can choose one element that He/She excels at. Medical ninjutsu counts as an element, though its not listed as one. Otherwise we have a bunch of overpowered gennin running around and thats not how it works^^
KONOHA ONLY JUTSU:
Chikatsu Saisei no Jutsu (Healing Resuscitation Regeneration)
Type: Ninjutsu (medical)
Element: None
Description: is an advanced medical Ninjutsu technique. The technique allows the medical ninja to use the hair of the one injured as a medium to reconstruct damaged body tissue. The extent of the damage will control how difficult and long the procedure is. The injured person will be placed in the center of a square marked with rites for the procedure. One medical ninja will sit at each corner to provide precise chakra control to help in the cell conversion process. Another medical ninja will sit at the lead to guide the process.

Chakra Enjintou (Chakra Scalpel)
type: Ninjutsu (medical)
Element: None
Description: A Ninjutsu technique used, primarily for field surgery. The ninja concentrates a powerful aura of chakra around their hand, creating a blade capable of tearing through muscles and arteries, or breaking bone, without actually breaking the skin of the person they're using it on. When used offensively, in combat, it is difficult to concentrate on the length and power of the scalpel, making it harder to successfully hit an enemy's arteries, ensuring a kill. It basically just cuts through everything.
Level One of two for Chiyute no Jutsu (Healing Hands Technique)
Type: Ninjutsu (medical)
Element: None
Description: A Ninjutsu technique where the ninja focuses chakra into the palms of their hands, creating a small ball of healing chakra. This chakra, when concentrated, can repair physical damage to another person. Depending on the degree of the wound, the ninja must concentrate more of their chakra to repair the damage. However, if the wound is too extensive, such as extensive damage to vital organs, this technique may not be able to help them.
Level One of two levels for Chuusuusei Biribiri (Central Nervous System Electrical Shock)
Type: ninjutsu (medical)
Element: None
Description: A Ninjutsu technique where the ninja turns their chakra into an electrical pulse which is transmitted into an enemy's body by striking the arm or leg. This sends a shock to their body cause the limb to malfunction. Chakara usage on this is very hard and it can only be used once or twice until the shinobi is trained to learn these types of jutsu.

Land of Tea
Omote Renge: A taijutsu technique performed by opening the first chakra gate, the open gate. It unfastens the control of the brain, and enables a person to use his muscles at their limits
Gouken: The hand-to-hand combat style which tries to break the enemy's bone and create external wounds. It uses strength alone and causes damage to the outer body. It's an offensive-type of fighting which Lee and Gai specializes in.
Kage Buyou: A technique that first sends the opponent airborne while the user attaches to the opponent's shadow, leaving the opponent vulnerable to stronger attacks.
Kage Shuriken no Jutsu: A technique which places a second shuriken in the shadow of a first (thrown) shuriken, confusing the enemy.
Name: Konoha Senpu: Konoha spinning Kick technique. A strong kick to an opponent!
Name: Konoha Dai Senpu: A very strong taijutsu move.
