Honestly, besides the faulty skin edit of the new Beta I think 4.0 is great.
Its better IMO for spriting, and from what I'm told, better for coding as well. (Although I'm not sure how. neutral )

I like it's new ability to import .gifs. Skin editing isn't really important to me at all, but I can see how others would like it. Supposedly it better for coding, like you said, but I don't code. Having to listen to people on 4.0 b***h about me changing my font color is incredibly annoying, though. Plus, on 4.0, it overrides set colors. Atleast, on Icon Ultima it does. For example, When someone logs out, instead of their key being in green, it's in whatever the last set color for the user's name was.
Another big grievance for me is the lack of a macro button. I know, macros are still usable, but it's actually more difficult to use them that way than the preset way.
All in all, in my opinion, 4.0 is horrible. :/

I've seen what some programmers can do with 4.0, and I must say, it's pretty amazing. I tend to like it. =)

I very much dislike it..v__v; I hate the screen. Though.. It's not finished yet so we'll see. =/ I hope they improve it.
I had it downloaded for like 10 minutes and had to downgrade because it annoyed me. Dx;
I'll probably download it when it's not beta. Because, most likely..
Then I'll have too. =| I'm hoping they fix it up quite a bit before the finishing release. :3

its good for iconing but it screws you up when ur on a 3.5 server i know its bad now but u dont know if it can become good : xp
