I'm sorry.....Tobi isn't Obito. Tobi is Madara Uchiha.....at least that is what he is calling himself.... But nethertheless...Tobi is an awsome character. A very good boy indeed.

so tobi is madara uchiha,who gave one of his sharingan eyes to kakashi....so the rumors I've been hearing aren't true.I've heard the Tobi is actually Shisui Uchiha,who Itachi killed to get the mangekyou sharingan(which wouldn't really make sense if shisui was alive)This isn't true,right?

I think as of right now, every theory is just that ... a theory. But I think we're going to learn soon enough the secrets of our little Tobi.
Uchiha Obito was actually the one who gave Kakashi the Sharingan eye. . . that's fact from the Kakashi Gaiden arc in the Manga. Obito's presumed dead ... at least for now.
All we know about Tobi is that he has a connection with Uchiha Madara ... but that's about all we know for sure at this point. But as Sasuke and Itachi continue to battle it out, and Leaf Ninjas start their battle against Tobi, we're soon to see some more answers.
