The Tomoshibi Base is very secretive, not only one outside of the Tomoshibi knows of it, the person allowing them to use the building. You see, the Tomoshibi base is under a Akatsuki shrine. the builder of the shrine, was not exactly inspired to build it, he was told to. So, to get back at Akatsuki, he told Tomoshibi, and let them build a secret base underneath the shrine. The shrine above looks like this.
