I have been curious about what programs i should use to get started on this. I wnt to create my own synthesized sounds (if possible) and use loops and stuff, and to get started on some techno music, and maybe happy hardcore. What's the best programs for this kind of thing?
I've also heard of a program where you enter text and pick out a vocal and it'll sing it for you. Does anyone know what this program is called, and how i might go about getting it?
The programs i have atm have are Finale, Sibelius and acid pro.
And its preferable if i can have these in mp3 format.

Yes, you can use FL Studio to do vocals, though currently I'm not sure how.
And, Time Spiral was made with Sony ACID Pro 5.0.
