Blue Merfolk deck i made earlier this week, untested as of yet

I'd try to get more reejeries if I were you. Also, Lord of Atlantis isn't a bad choice. If you can afford Wanderiwind Hubs or Adarkar Wastes, I'd splash for white. Summon the school and Stonybrook Schoolmaster can be devistating. White will also open you up to better removal in the form of Oblivion Ring, Crib Swap, and Condemn. Here's what I would suggest if you want to stick to monoblue(and sticking to a fairly budget deck):
-2 Steambed Aquitects -1 Rootwater Commando -1 Merfolk Thaumaturgist -2 Inkfathom Divers -2 Drowner of Secrets -4 Merrow Harbinger -2 Aquatect's Will -1 Time Stretch -1 deluge -3 Protective Bubble
+4 Lord of Atlantis +3 Merrow Reejery +4 Silvergill Adept +4 Rune Snag +4 Mulldrifter
Protective bubble is slow, and doesn't really help you. As a general rule Auras are a bad idea. Exceptions would include any that net you card advantage (griffin guide, for example) or put your opponent's creatures out of commission (Faith's Fetters and friends).
Lord of Atlantis gives all your merfolk islandwalk. This way you're not limited to dudes who actually have it.
Harbinger is good, but it's expensive.
Reejery and Lord of Atlantis together can make your guys real big, real fast. Just make sure you hold back a bit, especially if they're running white or black. You don't want to get your whole team WoG'd or Damned.
Mulldrifter and Silvergill adept will refill your hand with fish to play. Adept's drawback is irrelevant in this deck!
Of course, if you have the money, Cryptic Command might help. If you can afford the white splash, Wrath of God can be your best friend.
