In the demi plane of dread known as Ravenloft, there exists such a world that is ruled by the mad prince Vetro. His country is owned by chaos, in which no town is exactly alike.
Each town is owned by a demi lord that can change at Vetro's whims.
The town of Hahahan (Ha Ha Han) is but one such town. It is a dark, and often times gloomy town. It is surrounded on all sides by a forest that is as deep as night is long. There is a river that runs through the center of town, that is abundant in fish, and thusly, it is the town's main trading route and way to trade. Hahahan's salted fish eye's is said to be a delicacy unlike any other.
The mayor is a portly middle aged man named Dikenshir (Dike In Shure) Herseman (Hurse Man). He is a very wealthy man indeed. He is also a generally kind man who has an heir of intelligence about him.
Most of the citizens of the town, which has around 2500, are middle to lower class. Bout 90% are such, but most are not unhappy, because they know, that once every sixth months, Herseman will pick one to work on his boats, in which they could change thier lot in life if they find an item that he has been looking for. What item that is, no one knows, but they are sure that it exists.
The town hides a very dark secret though. The townspeople do not sleep the most comfortably, and more often than not, will sleep during the day if they can. Every night, there is screaming to be heard. It is often a woman's, but is sometimes a man's, and although the town guard are quick to respond, they have never found a trace of what they call "The Shadow" because any witness's have ever seen, is just a shadow on a wall running away. The murder victim's are never of the same class or lot in life. Sometimes poor, sometimes wealthy, it never seems to matter.
Oh, just a note, very few people have magical items of any sort, so please keep that in mind.

Characters:
There are basically three main characters in the city.
Mayor Herseman
Human
Thervid
Male
Valley Elf
Guard Captain
Roughly a fifth level fighter
More smart than muscular
Hides a dark secret, that may come out through role play
Judge Engrid Erin
Human
Female
Judge
Mage
Also hides a dark secret
Player characters are generally first-third level. That way they are not very experienced with adventuring or such.
Along with the above outline, I would like a short description, but please, no fighting dragons or any of that sort of thing.
And, I hate to do this, but every character has a hidden secret, and thusly, you could put it into your description. However, none of the characters will be able to act like they know, unless you tell them while role playing.
You can be any class, even a baker or butcher or what not.

Places of Interest:
BoarBalls Inn: Where the fishermen and rougher sort hang out.
Swanstallows Inn: Upper class plass.
Jailhouse: Guess this one.
Mayoral Hill: Where all the upper class houses are located.
Playhouse Square: Where all of the street performers and opera house are located.
There is also a smithy and every other type of shop you would expect to find in a general town.
There is gem store as well. It is guarded by a half ogre.

It is the second day of the new year. Last night was the night of the worst murders so far. Thervid does not think that they are linked however. One was garroted, the other drowned.
And so, the role playing begins.
