It's called character development. Plus Soric was a psyker, you can't just bend the universal laws of 40k and say "oh his warp-fuelled powers can be used for good", that's not how the Imperium works. Psyker = bad. Sanctioned Psykers are bred and checked from the start for combat duties, untrained and unchecked psykers are Black Ship bait, period.
Plus Abnett can remove characters as he sees fit. When Bragg kicked the can it was a big deal for the fans, but hey guess what? If you keep on retaining a fixed cast for seven novels things tend to get boring and predictable, especially when Abnett suddenly introduces a new Ghost character with the only purpose of making him look sad and letting him die at the end of the book.

Soric WAS a sanctioned psyker... all that time aboard the black ships and you don't think he finished that? Bear in mind that there were a good number of years between the fight against the blood pact where the saint took Milo and the black ships took Agun.
Honestly, I feel a bit lukewarm about the end of the series... it just feels like it stopped without any kind of final, arcing resolution.
