I've beaten the game,main storywise at least, and the 16th video, the one right before the first part of the .hack//roots episode, still says I need to progress further to be able to view it(The pic of Shino/Atoli is there, but grayed out, as if I hadn't gotten to that part of the story yet). Is there something else I need to do to be able to view it?

you have to beat the forest of pain unless you never bothered with the side quest you get it from the community forums.
