Okay, to clarify, Genin are fresh out of the ninja school. C-Rank are at the higher end of a Genin's repertoire, though as Rock Lee showed, extremely advanced Genin may be able to use one B-Rank technique in their specialty. (For example, a genjutsu-type could not use First Lotus).

Also, bloodline techniques do not strictly speaking have limitations, but the level of skill required depends upon the ninja's strength, thus an extremely advanced Uchiha chuunin could conceivably activate a level three sharingan. Basically with a bloodline, as long as you have the chakra for it you can use it.
