Up at the break of dawn and closing down at the end of dusk, this place prepares home-baked and cooked food and claims to have the best dango sticks and sushi in the entire town. Since this small mom-and-pop hasn't been called out yet, It's thought to be true.

Ryoku sat at the restaurant and ordered up some dango while a tall man sat down just opposite her. She nodded to him as her order came up.
"Where ya from," the man asked as Ryoku ate silenty. "You don't look like your from Cloud, and definately not from here, I can see it in your eyes."

"You seem familiar, but you don't seem to be from here, like he said. State your business."
The Higurekage sat in casual attire, a fist full of money in one hand and a small box of nails in the other.
"The usual. Don't skimp on pork." He said, being handed a large cup of ramen and some green tea.

Ryoku didn't even see this other man come and was caught by suprise. "My name is Mayumi Ryoku, one of the Sannin of Grass and leading member of the hidden Grass Council," she replied like a tape-recorded message. "I came here to find Tsubaya Jinsoku."

He smiled slightly at the thought that he was an ally, but when the Tsubasa clan member the Higurekage looked down at his tea in a rare moment of twisted wonder.
"Don't give me that jerky talk, talk normally. I'm guessing you want to take him to grass for your use?" He gulped down his scalding hot tea as if it was a regular occasion, then twisted the seat around to get a closer look at the new figure.

((clarification, the Grass-nin is the girl, Tsubaya Jinsoku is the man))
Ryku, finished her meal then turned to look at the stranger who had tea, turning her back on Tsubaya Jinsoku. "You make it se in round like he wouldn't be compensated for his skills," she said offended. Dark purple chakra leaked out of the sleeves of her cloak and hardened into arms; it was her unique skill, Form of Arms. "I want to offer him a position on the hidden Grass Council. A while before the Mist Chuunin Exam, the Kusakage dissolved the Country Leader and formed a military rule, with himself as the leader, and then he formed the hidden Grass Council to help keep rule over the country." She breathed for a minute. "He doesn't want all Grass shinobi on the Council because he wants to bring in ideas from other countries. He would of course, be treated not only as an ambassador from another country, but would be considered one of the Grass Village's Sannin."

"Forgive me for my outburst then. I do believe in trade and different ideas. Are you going to mess with his head? I don't want a repeat of what..." He paused for a moment and looked into the Saanin's eyes to determine if they seemed trustworthy.
"Nevermind. Xi? Mind taking those nails to the boys down in the South? I need to take my guest here to the city hall to get all the transfer orders all worked out."

Ryoku lost all aggressiveness she might have been using and looked at the man. "No, please forgive me," she said bowing before the man. "I didn't realize until now at who I was speaking too, and it was very unprofessional of me as an ambassador of the hidden Grass Village." She hugged the man. "Thank you, Higurekage, for allowing Jinsoku to help us out."
Jinsoku looked up and was amazed. He drooled a bit at the womanly figure, which he hid well. He stood and nodded to the Higurekage. "Thank you higurekage-sama."

"Dun' worry about it. It's a common misconception. Must be the beard or something." He said stroking his ragged, white streaked beard. He placed his hand on his nin and he looked at him with a fatherly stare.
"You are one of my best nin, I respect you for that. If you have any conceptions that something is wrong, however, get out. That's how I am still alive in front of you today." He began away from the new grass nin with an upsetted twist to his facial features. He didn't care for losing him, but he knew the only way he could maintain a common peace for grass would be to sit down and give them what they want for now.
