The Hidden Grass Council answer to the Kusakage alone. They are the best ninja from various Villages that have come together to govern the Grass Village. The Kusakage is in charge of this Council and should he ever get killed, the Council will preside over the Village until they can find a suitable replacement as Kusakage.
the Hidden Grass Council came into being when the Kusagakure recieved no support from their Country's leading officials. This brought about a change in leadership of the Country, when the Ninja village took over and formed this Council. This Council is lead by the Kusakage, who presides over both the Ninja Village and Country. The Council itself is made up of high ranking shinobi. Only one ninja is from the hidden Grass Villlage however. The other 2 members are hired from other Hidden Villages.
