This research facility is one designed by the Mizukage. In order to better the war efforts he had it created in where he continues the same type of research Orochimaru had done. Although Orochimaru used those against their will this research is completely voluntary and done at the patient's discretion.

Tsune entered the lab and walked up to the front desk. "Can you give me a copy of the forms for requesting patients and equipment?
The man at the desk looked at him in confusion. "are you serious?" "Yea" he said with a determined look on his face. "Fine" he reached under the desk and took out a large stack of forms and left them there for Tsune to take. Tsune picked up the forms and left "Thank you" he said as he walked out of the building carrying the papers in his hands.
