One of the only larger buildings that is structurally finished, the place in itself is mostly unfurnished, save a few chairs and tables for meetings and living.

The great Amagumo walked up to his desk with a fervor that can only be described as sour, a usual snarl across his face as he mumbled "Damnit, not another one." over and over again. A significantly younger and cheerier person walked up to his desk with a respectful, yet casual demeanor.
"Hey, sir, any-"
"For the last time Makota, no. Jounins are hard to come by now, and we can't focus on training at the moment."
"Well, is there at least something I can do around here?"
"Do you want a crappy job or a crappier one?"
"I'll take job number one."
"Congratulations, you win another letter. Sand. You know the drill."
"Get in, deliver the note, get out, bonus money if no rumors go around?"
"Go,"
"Damnit, I hate that costume..." He mumbled to himself, preparing for the light bridge after making a quick stop.

Jinsoku entered into the City Hall shortly after the Higurekage, followed by Ryoku who had decided to tag along and see some of the village before she left. "Thank you for this opportunity," he said as they walked through the doors.
"I read some information about you in a book and said,'I've got to have him,' so I came to find you," Ryoku said as she walked slowly with him.

Jinsoku smiled vaguely. Am I the only person you have sought out?" "Well, I intend to get one more member but...
"So you haven't found another person yet," he finished for Ryoku. "That is alright." Jinsoku led Ryoku to the main hall where thye would find the Kage. "Once the Kage signs my release, we can leave for wherever we need to go."
"That sounds great," Ryoku said walking with the man.

A paper airplane floats out of the kage's office. A 10 year contract with his signature on it, Most likely he got bored.

Jinsoku caught the paper airplane and opened it. Once he finished reading and folded it up and put it in his pocket. "Well, it looks like I am all yours now," he said clapping his hands and walking towards Ryoku. "You can do with me what you want."
"Sicko," Ryoku said as she turned towards the door. "We have important things to do."
"Dissed," Jinsoku said as a look of sadness fell over him as he too turned towards the door.

A large(hand-sized) butterfly flew through an open window of the City Hall and made its way in through the open door of the Kage's office. with a beat of its' wings, the butterfly sent an air current into the door, causing it to close. She hovered slightly and flew to the top of the desk. "I have a message for you, Master Higurekage, from Tsubaya Jinsoku."

The Higurekage looked up from his desk and paperwork slightly to see it and then looked back down.
"What would the message be?"

The butterfly cleared her throat, imitatating a human, before relaying her message. "To the Higurekage, from Tsubaya Jinsoku. I have safely made it to Grass Country. The Cloud village is still as heavily protected as we feared, and guarding against them, would be very difficult, though not impossible. I will do what I can to strengthen the alliance of Grass and Twilight while I am here and will report to you again soon." The butterfly fluttered a few moments more then rested herself down on the desk. She was exhausted from the flight, and from talking. "Would you like to send a response?"

The Higurekage cleared his throat himself in pondering.
"Yes, tell him to live well and prepare for what we talked about."

Makona walked with heavy steps to the Higurekage's desk. The Higurekage glanced up from reading a scroll and without looking reached, picked up a rope, and tossed to Mako.
"How did you know I was going to lose?"
"Your mission is to get help from whomever you desire and grab Zenimaru from the well."
Mako fought against the urge to get angry. He was taught better than to disrespect people, but he rose his voice slightly higher.
"How... did you know..."
"It was your first time. Of course you're going to-"
It was too much. "Sir, I met a man."
The Higurekage glanced up. "And?"
"And he filled my mind with something. If they were right, then this is my sixth time to fail. SIXTH! And-"
The great leader of Twilight retorted. "And you magically wish that this wasn't true. That whining to me about it to me is going to make you feel better. I'll let you in on a little secret. When I was little, it took me ten times to finally convince my Kage it was time to promote me to Chuunin. I barely made it, and it was a mercy. I'm a Kage now, so I think I did well for myself. So grow up, take the rope, and get going."
Mako took himself away with an empty goodbye which the Kage repeated after awkwardly standing there for a minute.

the butterfly listened to the Higurekage and his student in silence, before taking to the air once again. "Sir, I will deliver the message promptly and will return to you again with any further news as time goes on." With that, the butterfly flew out of an open window and flew onward to Hidden Grass.

Nehan came up towards the building, arching a brow at it. "What is this? This was never here before." he sighed as he proceeded to enter, keeping on his guard.

Nehan continued inside, looking around. It would seem that the village had grown, but the number of occupants remained relatively low.
