I think it depends on the book. Once you've read the book, you have to determine which approach can best take the meaning from the book to the report. =]

I had to write a book report on the same book like 15 times, maybe more. It was a requirement for our belt testing in Tae Kwon Do... stare
Anyway, after writing five reports, you kind of start to lose ideas, and summerizing become repetitive and boring. What I did was look for hidden meanings. I wrote a report on the author's dedication alone once. The book had tons of hidden meanings, so I got lucky. Look for things that you could compare to a character and yourself, or maybe take a single scene that meant something and write your thoughts about it. Mind you, it would be easier to pick things that are important in the book, so you have lots to write about. =] It always helped me, up until the point of my black belt test. D: It was horrid though.
