Realizing: That Anon will have to deploy some sort of propaganda machine;

Recognizing
: That we are in need of such a means of getting such a device ready;

Aware of: Having such a device may attract a strong negative position from non-alligned members of the Gaian community.

This Proposal:


1. Decides: That building such a machine will allow us to spread our wisdom to the mass of the Gaian Community;

2. Authorizes: The Main and Sub bodies to put forth a plan of action, or war plan in action to create such a way of doing so.

3. Encourages: (Leaders Name Here), to have recruitment type areas to the "Project Chanology" Guild.

4. Designates: That a three - ten month period be set aside for the creation or formation of a war/battle plan to be made.





Now before i put in "This Proposal", three or more are needed for they are 'preambles' and should go before it and state the general idea of your plan.

The parts after "This Proposal", are called Operative clauses. You should have up to five or more (Not exceeding fifteen). These will go more in depth for your proposal.

Main Sponsors will have their name in the top of the list and should be listed alphabetically (Same goes for signatories!). The first person in the list will type up the proposal and put it into the needed for in order for it to be considered. THE PROPOSALS SHOULD BE STRAIGHT AND TO THE POINT! ANY PROPOSAL NOT GOING TO THE POINT SHALL BE IMMEDIATELY THROWN DOWN BY THE HEAD AND SUB BODIES!

NOTE: That all preamble and operative clauses should be followed by a ; and be underlined.

Rules and Regulations for the Chanology Parliament.

PC -1 ROLL CALL
At the beginning of each Parlaiment session, the Chair shall take a roll call of delegates. Nations with full voting privileges should respond “present and voting” if they intend to vote on substantive motions and resolutions. Nations or observers should respond “present” if they cannot or do not intend to vote on substantive items. If a delegate arrives late to session, their voting privileges are suspended until a note is passed to the Chair stating that the nation is now “present” or “present and voting.”

PC - 2 FUNCTIONS AND POWERS OF THE CHAIR
The Chair:
1. Shall declare the opening and closing of each Parliament session, direct its discussions, ensure observance of the Rules of Procedure, accord the right to speak, have discretion to rule on the relevancy of a speech, put questions and announce decisions. S/He shall rule on Points of Order and, subject to these rules, shall have complete control of the proceedings and maintenance of decorum at any session.
2. Shall have discretionary powers over the proposal of motions in several fashions. S/He may at any time entertain a motion, suggest to the body that a certain motion is in order and would be beneficial, suggest that a motion withdrawn even while ruling it in order, or rule a motion out of order and or dilatory.
3. May, at any time, propose to the Parliament a limitation of the time to be allowed to speakers, a limitation of the number of times each member may speak, closure of the speakers’ list, or the closure of debate. S/He may also propose the suspension or adjournment of the meeting or the tabling of the debate on any item under discussion.

PC-3 RECESS OF THE SESSION
During the discussion of any matter, a member may move to recess the meeting. Such a motion shall include the time, date, and place for the Committee to reconvene. The Chair has a right to overrule such a motion if deemed inappropriate at that moment and this ruling is not subject to appeal.

PC-4 ADJOURNMENT OF THE SESSION
Adjournment of the session implies that all business of the Committee has been completed. This is only in order at the final closing of the last Committee session of the Chanology Parliament. When a Committee is adjourned: all debate ceases, no vote on any proposals will take place, The Chair has a right to overrule such a motion if deemed inappropriate at that moment and this ruling is not subject to appeal.

PC-5 POINTS OF PARLIAMENTARY INQUIRY
When the floor is open, a delegate may rise to a Point of Parliamentary Inquiry to ask a question of the Chair regarding parliamentary procedure. A Point of Parliamentary Inquiry may never interrupt a speaker.

PC-6 PROPOSALS
Proposals shall be submitted in writing, preferably typed, to the Chair, who shall put it in a reserved post. No proposal shall be voted upon unless for the sake of time or other determination by the Chair it is deemed unnecessary. A proposal must be posted and visible to all members of the Committee for a vote to take place and the Head of the Chanology Parliament must approve by vote to consider the proposal without distributed copies. A proposal must contain the name(s) of the original sponsor(s) and will be given an identifying number designation by the Chair. There is no set number of sponsors at for a proposal. Other members may add their names to a list of signatories at any time during debate on the topic. A signatory merely indicates an interest in discussing the proposal, not necessarily support of the proposal. A proposal must have the signatures of one-fifth of the membership of the body (but not less than five members) to be officially recognized.

PC-7 INTRODUCING PROPOSALS
Once a proposal has been posted as stipulated above and has been copied and distributed, an original sponsor may rise to introduce the resolution, subject to recognition by the Chair. The motioning delegate will quote the proposal and answer Points of Clarification (addressing non-substantive issues in the resolution). Points of Information or substantive questions (anything that asks the sponsoring delegate to discuss the nature of the proposal, or clarify his/her position on the proposal) may not be asked at this time. A new speakers list will be established upon beginning consideration of a proposal.

PC-8 VOTING ON A PROPOSAL
When the Chair opens voting, message your vote on the proposal to the Chair at the time. The Chair will post the final vote and if the proposal passes or fails over the proposal. If the proposal passes it will be put in bold and in dark green, if the proposal fails it will be slanted and scratched out in red.

PC-9 DEBATE

The typical debate takes the following form:
1. A Member introduces a subject (known as moving a motion); eg, 'I beg to move, That the Proposal be now read a Second time'.
2. The Speaker in the Parliament proposes a question, which repeats the terms of the motion; eg, 'The Question is, That the Proposal be now read a second time'.
3.The motion is debated.
4.The original question is repeated and the Parliament comes to a decision - if necessary by means of a vote (division).

Members take turns to speak on the subject concerned and the discussion is strictly controlled by a set of rules called the 'Rules and Regulations of The Chanology Parliament.'.

I hereby call this session of The Chanology Parliament into order.
Please record the time of the opening of our first session at 1100 hours.
I would like to open the floor to anyone who would like to speak, and please keep in mind the rules and regulations of the Parliament.
