I think he wants a Mecha drawing because he mention futuristic.

Well usually a genre is very important to character designs. For example, if you wanted to make a harem manga, it would be nice to include a megane-moe (glasses girl), tsundere-moe (abusive girl), serene-moe (the mature type girl), maid-moe (maid girl), loli-moe (little girl), sick-moe (fragile girl), and so many more character designs.
Well if you want action, then you have to think about male designs. Do you want them to be short and adventurous (relates with Shounen Jump fans) or cool and skilled?
Genre makes up character designs, so knowing the genre is important.

well if its in the past it has to look like how the cloths and stuff looked back then present and future go crazy
