Unfortunately you aren't going to find decent clothing that's official and has a good price unless you were actually in Japan itself. I've tried.
Even though it isn't the best lolita-kisama.com has some cute things in it for a decent price.
And if your willing to go maybe a little more expensive I suggest looking up 'sex pot revenge'. They have quite a few cute things. Though they aren't the grungy style such as Dir En Grey wears. I believe a band that wears it would be An Cafe.
