I was looking over the character list, and noticed that there are a few people younger than Tonks. Isn't it canon that she's the youngest member of the Order?

Ok. Since it is canon that Tonks is the youngest Order member, we could say that, like Harry, Ron, and Hermione, that the younger members are 'unofficial'.
