Dragon/human shapeshifters are a big thing for me, except that full-bloods are only alowed to spend a total of 5 years in human shape. Half-bloods can shift back and forth as they choose (come to think of it, there should be limitations associated with that).
Another idea is an entire society populated by shapeshifters, but everyone has a different form. General charictaristics- phylum?- run in families, so if your grandparents were some sort of bird you'd likely be a bird as well. My favorite character is the one who turns into a dolphin. Naturally, she's my main character as well.
EDIT: Just realized that the topic specifically states races that would fit into the world of the Kiesha'ra. Obviously, neither of these ideas were deisgned for that, though I doubt either one would integrate with much trouble.
I also almost forgot my most developed idea: the Aierha. They're sort of like avians or falcons except...well...Oh heck, I'll just post the whole explanation here.
The Aierha are a matriarchal society. They have a peculiar and complicated naming system, involving three different three-letter names. The first is their own name, the second is that of their clan, and the third that of their mother. Thus, a child of the -las- clan whose mother was named Vri would attach their own first name to -las-vri, to form a name like Mak-las-vri.
The six clans are the -las-, -dra-, -iti-, -nim-, -vit-, and -sri-. Each clan can be recognized by their clan coloration, which is their eye color, wing tip and peak color, and hair root and end color. (Las=purple, dra=red, iti=green, vit=blue, nim=rose pink, sri=black). Aierha are all pale of skin and hair (other than clan coloration.) Clans are large enough that members can marry within their clan and not run the health risks normally associated with inbreeding, but an inter-clan marriage is by no means forbidden, simply not done very often. In such a marriage, some children will be born with each clan coloration, colors being co-dominant to an extent. Because coloration marks a member of a clan, even if a child's mother is of a different clan they can be counted members of the one whose color they show.
Aierha have no fixed cities. Most interaction occurs in the air, though individual families may have eyries in the mountains and a few even live on the ground.
Aierha have a multitude of forms. Most are demi forms, but they can take the full shape of certain birds (though the bird will be pure white with wing coloration like the Aierha in question, and a spot of clan color on its head).
Dragon-demi form: On average, this form has a wingspan of ninety feet. The wings are batlike, white as all Aierha wings are, marked at the tips and peaks with clan coloration. In this form, the Aierha can breathe fire, but they have no other draconic charactaristics. Aierha are capable of taking a full dragon form, but in that situation they would not be able to change back and so it is generally not done.

Eagle-demi form: White feathered wings tipped and peaked with clan color. Average 16 foot wingspan. Enhanced eyesight and senses in this form.
(Other forms fall along the same lines, but these two are the most used demi forms. Aierha commonly take full eagle, kestrel, peregrine or sparrow forms, and sometimes become hummingbirds, kites or other unusual birds.)
Aierha are aethermancers, or wind mages. They control weather, winds, illusions and sometimes can manipulate speech. Of course, these powers need to be trained to reach their full capacity. Every Aierha is capable of conjuring a tailwind or an updraft to help them in flight, even if untrained, but more advanced spells require very specific and rigorous teaching.
