No, Cthulhu does not will us to do anything- but commands are given to those within the dreams that we receive, his voice calling to continue his work, to proceed in the great plan to bring him forth and free him from the hidden city R'lyeh when the stars have collected themselves for that day of awakening.
A revival of those loyal would indeed be needed, for the world around us is suffering from the silence of those that reside in it.
