Depends on the Item. Most items, such as shirts, hat's pants, MCs, and quest items, you can click on in your inventory, and there is a choice for give as gift.
Game items however tend to be only movable via trade. Thus you need to start a new trade with the intended recipient, and then select that item from the inventory box.
