The greater Nobodies control the lesser nobodies, and some of them clearly have their "own Nobodies"
For Example
Saix Had the berserkers
Xaldin had the Dragoons
Xigbar had the "Warp Snipers"
Etc Etc
So, who do you think the rest of them had
Axel-?
Roxas-?
Larxene-?
And the rest, or do you think they even had their own?

This is a really obvious question...
The Nobodies involved in CoM do not have any record for the lesser Nobodies they would control. The Dusks and Creepers are the basic forms they would take and, keeping the Creepers in mind, would evolve to different forms as suited by the one directing them.
At least, that's my take on it. There were only limited forms of Nobodies available that Sora encountered in the game. If they were to have free control over their own shapes then more variety would be seen other than the ones the remaining Organization members controlled.

Xigbar: Snipers
Xaldin: Dragoons
Saix: Berserkers
Axel: Assassins
Demyx: Dancers
Luxord: Gamblers
Roxas: Samurais
I do believe the members from CoM were in control of their own but with them no longer around they would not be in 'production' if the other members have their own say in it.
