How to get reputation:You get reputation by taking down pirates, and not breaking the law in any form as a naval officer. You are also not lacking activity, if you stop doing things for a while (say if you dont rp for a month) your reputation could easily go down.
How to raise your bounty: Doing horrible things such as killing civilians or slaying stronger pirates. Another way would also be destroying navy ships. As well if you are inactive for a while your bounty may lower since the Navy will think of you as a threat that is vanishing.
How to raise reputation (Pirate hunter):The only way as a pirate hunter to raise reputation is just to capture pirates and collect their bounty.

This is explaining reputation and how to move up in the Naval ranks.
Navy Reputation:
Seamen recruits
Requires A collection of $0 Bounties, and a reputation of 0.
Chief Petty Officer
Requires a collection of $5,000,000 Boutnies, and reputation of 10.
Master Chief Petty Officer
Requires a collection of $30,000,000 with bountes, and a reputation of 25.
Ensign
Requires a collection of $50,000,000 with Boutnies, and a reputation of 40.
Lieutenant Junior Grade
Requires a collection of $80,000,000 with bountes, and a reputation of 50.
Lieutenant Requires a collection of $100,000,000 with bounties
Lieutenant-Commander
Requires a reputation of 75.
Commander
Requires a bounty collection of $110,000,000 and a reputation of 80.
Captain
Requires a reputation of 95
Commodore
Requires a bounty collection of $200,000,000
Vice-Admiral
Requires a Reputation of 100
Admiral
Requires a reputation of 100, and the collection of over $500,000,000 in bounties.
Fleet Admiral
Requires a bounty collection of $800,000,000 in bounties.

This is the "ranks" as a pirate hunter, really its not at all ranks but rather levels of reputation of what you are, such as a very weak bounty hunter vs. a very powerful one they must be distingushed other then to just set them up in a large group named pirate hunters.
Brawler

Pirate Seeker
Reputation: 15 Bounty collection: $25,000,000
Bounty Hunter
Repuatation: 30 Bounty Collection: $50,000,000
Pirate Hunter
Reputation: 50 Bounty Collection: $75,000,000
Pirate Butcher
Reputation: 65 Bounty Collection: $100,000,000
Pirate Slayer
Reputation: 75 Bounty Collection: $150,000,000
Pirate Slaughterer

Pirate upgrades
Bounty:$0
You can now join a pirate crew, however you are not aloud to be a captain yet, and cannot have or find a devil fruit yet.
Bounty: $5,000,000
Now you can become somewhat useful for the pirate crew your in, but can still not get a devil fruit and can still not be a captain.
Bounty: $20,000,000
You are now capable of being the second in command for your crew if the captain of your crew allows it. You can now enter the Grand line!
Bounty: $30,000,000
You can now become a captain of your own crew, and have a ship that holds five people! No cannons yet though. Also can find a devil fruit and eat it now!
Bounty: $50,000,000
You can now upgrade your ship holding twelve people, as well as one cannon!
Bounty: $100,000,000
You can now upgrade your ship with some new cannons, you can now hold up to four cannons!
Bounty: $150,000,000
You can now upgrade your ship to hold twenty people, and up to ten cannons!
Bounty: $200,000,000
Now You may design your own ship as long as you can pay a carpenter the amount needed for your desgin! (post me for such things)
Bounty: $250,000,000
You are now qualified enough to enter the “New world”
Bounty: $300,000,000
You are now able to have a Fleet of ships from here on out, and this is the last major upgrade.
