Once it was an entire section of the village specifically cordoned-off for the use of the Uchiha clan. However after Itachi massacred the clan the numbers have been incredibly low, as currently there are so few living Uchiha left, and all of them are direct descendents of Uchiha Sasuke, there being an absolute lack of any other DNA material.
Thanks to Sasuke's efforts much of this area is now a national memorial to the tragedy experienced by the clan, and apart from the few remaining residential houses, the estate is mostly uninhabited.
