This group was originally created by Arashi after he returned to the village from his travels. Its purpose was to create a central military power within the rain village. The group consists of five ninja, each with powerful jutsus that can control the weather itself.
Since their creation, the Order has been a secret to all but the higher-ups in the village, their power both on the battlefield and in the political hierarchy being greater than even the ANBU squad leaders.
Members have a specific uniform that must be adhered to.
Males will wear a black hakama, over which is worn a sleeveless white coat, seen
here (ignore the scarf).
Females wear a similar uniform, except the hakama is white and the design of the jacket is slightly different, as seen
here.
A special uniform is reserved for the Captain, with a different hakama, a white haori, and a different coat, which can be seen
here.
Each uniform is made from a chakra-infused fabric that is fireproof, wterproof, impact-resistant, insulates against electricity, will not ever permanently stain, and when torn or damaged will automatically repair itself, though the extent of the damage is directly proportional to the repair time. So essentially, it is armor. (Means that if someone tries to attack you and your DEF is higher than the strength of their attack you will take no damage regardless of what the attack is.) On the back of each is the Rain Insignia |||| (Just like the headband).
There is also certain equipment that comes with this. All members will have secure-line radios and locators that will allow them to constantly be in communication with the others. Umbrellas of the needle-shooting variety and special ANBU masks for identity concealment are also included.
Items may be added, but this is the bare minimum.
Rules:
1. You do not ask to join, you are contacted and recruited. If you accept the invitation, know that you are required to wear the uniform, and if you came from a different village, know that the second you enter the Order your loyalties lie with Rain first and foremost.
2. The Order of the Storm is an underground organization, similar to ROOT and the Sound Five. Don't go talking about it. Also, you will be entrusted with military secrets concerning the village, so don't talk about that either.
3. Upon entering you receive a certain level of political power, which means your orders hold the weight of the Amekage behind them. You have the power to summon an ANBU squad at will, so if someone is causing trouble and you can't handle it by yourself do not hesitate. Your purpose is to protect the village. Which means you have a responsibility to guard the village, with your life if needs be.
4. As long as you are in the Fire Alliance you of course have the same priveleges afforded an ANBU.
5. Obey the orders of the Kage, Captain, and Vice-Captain without fail.
6. Please note that if you commit a serious crime against the Rain Village you will be killed.
